Effective monitoring and support service mechanism in the school is to ensure that quality and standard of education is imparted to the students. It will also ensure creating a school management system that is accountable, transparent and efficient. Hence, monitoring and support services at school or individual levels have become an essential component in the Bhutanese education system. To make the monitoring and support services effective and useful in the school, it needs to
be carried out frequently and in a continuous system. The school level monitoring and support service system will function as follows:

- The school will form the six subject Groups as given above.
- Each group will have a mentor teacher as the Monitor for one academic session and may be changed in the following year to render equal professional enhancement to other teachers as well.
- In each group there will be minimum of 3 and maximum of 5 members.
- Monitor will check the year/term plans before the start of the classes. The Monitors will require retaining a copy of the plan for future reference.
- A monitoring file will be maintained for each individual teacher.
- The monitors will conduct a familiarizing meeting or SBIP at beginning of each year before actually starting the monitoring. This will be carried out to create awareness of the modalities for school level monitoring.
- Each teacher will be provided a copy of monitoring tools format, so that he/ she will know/prepare accordingly for the monitoring to take place.
- Teacher’s lesson plans will be checked once in a week and sign by the monitor concerned and will also be reflected in the MIR tools.
- It will be mandatory for the monitors to observe two lessons in the first term and another two lessons in the second term.
- The Principal/ Vice Principal and the monitors will form the school level monitoring and support service team and will review monitoring system in place after completing the observation of the lessons in each term.
- Monitors will be monitored by the Principal/Vice Principals and the monitor’s lesson plans will be checked and signed by the Vice Principal (Academic).
- Monitoring of lessons will be carried out without disturbing the normal teaching periods. Students must be aware of monitoring system; otherwise student’s attention will be deviated.
- Monitoring will be carried out as per the tools that are in circulation. Post conference will be carried out on the same date of observation.
- Monitor and monitorees will discuss the subject matter to be recorded in the observation tool and be signed by both after the discussion.
- The monitors will tally the daily lesson plan and the term plan every month to check on the coverage of syllabus that is to be achieved.
- The monitors will also check the students’ class works, home works any time (this will be done once a month randomly).
- The monitors will have to check the on-going assessment and put their initials.
- The monitors will also check if the recommendations made in the tools are being followed up. If the recommendations are not adhered to then explanation may be called for and written remarks will be made on the tools. If not adhered to; on reminding; the matter will be reported to the Principal for further actions.
